Zoe Cross

FCBA Foundation Law Scholarship

Zoe Cross is a rising 2L at George Mason University’s Antonin Scalia Law School with interests in communications law, cybersecurity, emerging technology policy, and national security. She earned bachelor’s degrees in Criminology & Criminal Justice and Psychology from the University of Maryland, College Park, in spring 2025, along with a minor in Global Terrorism Studies. Prior to law school, she worked with the Nuclear Regulatory Commission’s Office of Inspector General and the Maryland Governor’s Office of Crime Prevention and Policy, where she focused on regulatory compliance, public safety, and policy research. She is also the founder of infOasis, a Department of Homeland Security award-winning media literacy initiative designed to help students navigate misinformation and AI generated content online. She is excited to join the FCC’s Office of International Affairs in the Global Strategy and Negotiations Division for the summer of 2026.
