FCC Deputy General Counsel for Administrative Law
Location: Washington, D.C.
Salary Range: $167,603 – $195,200 per year (GS-15 equivalent, depending on experience and qualifications)
Overview:
The Federal Communications Commission (FCC) is soliciting interest of highly qualified and motivated attorneys for the position of Deputy General Counsel for Administrative Law in the Office of General Counsel (OGC). This senior leadership position provides expert legal counsel on administrative law matters, ensuring the FCC’s policies, regulations, and actions comply with federal statutes, regulations, and legal precedents. The Deputy General Counsel will play a critical role in shaping the agency’s legal strategy and supporting its mission to advance the public interest.
Key Responsibilities:
- Legal Advice and Counsel: Provide authoritative legal guidance to the FCC Chairman, Commission leadership, bureaus, and offices on administrative law issues, including the Administrative Procedure Act (APA), rulemaking processes, adjudications, and enforcement actions.
- Regulatory Compliance: Ensure FCC actions comply with federal laws, including the Communications Act, APA, Freedom of Information Act (FOIA), Paperwork Reduction Act, and other relevant statutes.
- Policy Development: Advise on the development and implementation of FCC regulations, orders, and policies, ensuring legal soundness and alignment with statutory mandates.
- Interagency Coordination: Advise FCC in dealings with other federal agencies, such as the Office of Management and Budget (OMB), on administrative law matters.
- Team Leadership: Supervise and mentor a team of attorneys and legal staff, fostering a collaborative and high-performing work environment.
Qualifications:
- Education: Juris Doctor (J.D.) degree from an accredited law school.
- Bar Membership: Active membership in good standing in the bar of any U.S. state or the District of Columbia.
- Citizenship: Must be a U.S. citizen.
Experience:
- Minimum of 7 years of legal experience in administrative law, preferably with a focus on federal regulatory processes, rulemaking, or litigation.
- Demonstrated expertise in the Administrative Procedure Act, federal regulatory frameworks, and judicial review of agency actions.
- Prior experience in telecommunications or technology law is highly desirable but not required.
