12:00 – 12:05 p.m. Welcome and Introductions

12:05 – 1:00 p.m. FCC Rulemakings Targeting Each Point in the Call Path
The first panel will look at the Ninth Further Notice of Proposed Rulemaking’s (FNPRM) proposals to impose more stringent call labeling requirements and label foreign-originated calls, and how the FNPRM proposals would impact the adoption of branded calling. Panelists will also examine the potential impact of the new Notices of Proposed Rulemaking proposing changes to numbering and foreign call center requirements to combat robocalling schemes. The panel will provide an update on current Robocall Mitigation Database (RMD) filing and Know Your Customer requirements, along with a discussion of FCC priorities and possible future robocall rulemakings, including addressing non-IP caller ID authentication.

1:00 – 2:00 p.m. Federal and State Attorneys General Enforcement Actions
The second panel will examine the roles of the FCC, FTC, and state attorneys general in robocall enforcement, as well as the future of robocall-related enforcement activity. Panelists will also discuss robocall investigations and the role of tracebacks, along with FCC scrutiny on Robocall Mitigation Database (RMD) filings and the impact of removal. The panel will also discuss FCC blocking requirements, including those based on a reasonable do-not-originate (DNO) list.
