CLE Seminar: Equipment Authorization in a Threat Environment: Exploring FCC Rules and Actions on Equipment and Supply Chain

AGENDA

The FCC is taking actions to address national security threats within the telecom equipment supply chain. This includes, for example, new rules and enforcement actions addressing testing labs, advisories regarding the “Covered List,” new and proposed rules extending the Covered List to additional equipment, and “Operation Clean Carts.” This CLE will explore the national security concerns driving these developments, the Commission’s policies and recent actions, and ongoing compliance strategies.

1:05 – 2:00 p.m.      Equipment Authorization and National Security: A Deep Background on the Security Risks in Telecom Networks and Supply Chains, and FCC Activities to Address Them
This discussion will explore the security challenges posed by potential vulnerabilities in telecom networks and supply chains, and the FCC’s significant activities to address them. It will begin with background on the national security risks to telecommunications networks and equipment supply chains from foreign adversaries. The discussion will then address the FCC’s efforts over time, including actions taken to address equipment testing labs and Telecommunications Certification Bodies, the evolving “covered list” of communications services and equipment that are deemed to pose an unacceptable risk to the national security, operation clean carts addressing the illegal sale of items on the “covered list,” and other issues implicated in the intersection of national security and equipment authorization.

2:00 – 3:00 p.m.      Policy and Practical Implications of Recent FCC Activities Addressing National Security in the Equipment Testing and Authorization Process
The FCC’s rules, guidance, and enforcement activities related to national security in the telecom supply chain have significant implications across the equipment and electronics ecosystem. The panelists will offer perspectives on the FCC’s activities and how they affect equipment manufacturers, operators, and vendors that are developing, sourcing, and deploying telecom equipment and other electronics. The panel will address how these rules impact the supply chain and network operations in practice and other considerations for companies broadly affected by national security risks in the electronics, telecom equipment, and telecom network ecosystems.
