TMT Law & Policy Certificate Program

TMT Law & Policy Certificate Program is the academic enrichment and skills development component of the FCBA TMT Pipeline Program, providing a comprehensive but accessible introduction to TMT law and policy development. This academic enrichment component consists of virtual learning sessions and is followed up by the Summer Series & Mentorship Program to prepare students for internships and other employment opportunities within the TMT industry.

About the Certificate Program

Sessions are taught by industry expert instructors from 10 a.m. to 4 p.m. on Saturdays, January to April.

Meet the Instructors

We’re honored to feature a distinguished group of keynote speakers and presenters who bring deep expertise and leadership across the technology, media, and telecom (TMT) sectors.

LAW AND POLICY TOPICS

Covers the roles of key TMT regulators—FCC and FTC—and their ties to federal and state entities. Also reviews core administrative law principles related to rulemaking, enforcement, and policy.

Provides an overview of data protection and cybersecurity frameworks, with guidance on organizing and structuring clear, effective written analysis in legal and policy contexts.

Provides an overview of broadband and spectrum technology and policy, with a focus on the regulatory and legislative frameworks governing deployment, access, and use, including key FCC rulemakings.

Examines the laws and principles governing broadcast, cable, advertising, and other forms of media content, along with emerging legal frameworks for digital media, intermediary liability, and intellectual property.

Introduces core principles of professionalism and workplace best practices, with guidance on effective professional writing approaches in legal and policy-focused environments.

Examines consumer protection law, including FTC rules on data privacy and advertising, alongside antitrust law and policy challenges related to advertising technology and artificial intelligence in the U.S. and European Union.

Simulates an ex parte meeting before the Federal Communications Commission, where students will use provided materials to advocate for a client and complete a substantive written summary of the meeting.

Covers consumer protection law, including FTC rules on data privacy,
advertising, marketing, and enhanced protections for children’s online privacy under COPPA, along with foundational principles of space law.

Attendance and Requirements

All Student applicants will be able to participate and attend the virtual learning sessions. Student Participants offered an internship:

· Must attend a majority (75%) of the virtual sessions
· Complete a short writing exercise
· Participate in a survey of the sessions.

Upon completion, Student Participants will receive a FCBA TMT Pipeline Certificate of Completion, regardless of whether a student secures an internship through the Program.
