The 38th FCBA Annual Dinner will be held Wednesday, December 2 at the Washington Hilton, 1919 Connecticut Avenue, NW. The evening will begin with a reception at 5:30 p.m. followed by dinner at 7:00 p.m. in the International Ballroom.
This is an evening when virtually the entire FCBA membership comes together to celebrate what makes this bar association so special. Part of that is philanthropy. Every table sold includes a $150 tax-deductible donation to the FCBA Foundation—a 501(c)(3) charitable organization that provides college scholarships to area high school students, as well as scholarships and stipends to law school students. The dinner also plays an important role in the FCBA’s own financial health.

Invitations to Congressional Staff
Senate and House ethics rules prohibit staff members from accepting Annual Dinner invitations from registered lobbyists and entities that employ or retain registered lobbyists. The FCBA therefore will issue most Annual Dinner invitations to Congressional staff and reminds individuals and organizations to which this prohibition applies to refrain from inviting Congressional staff directly.
If you would like to suggest staff to be invited to the dinner, please send an email to me (kerry@fcba.org) with the subject line “Annual Dinner: Congressional Staff,” including the name, office, and email address of each proposed invitee as soon as possible and not later than November 9.
If you plan to have available seats at your table(s), please email me the number of seats as soon as you are able. Consistent with applicable ethics rules, the FCBA, in its sole discretion, will determine Annual Dinner seating assignments for Congressional staff and cannot guarantee its ability to honor requested seating assignments for specific staff members.
Invitations to Other Federal Government Staff
The FCBA Annual Dinner appears to qualify as a widely attended event pursuant to Office of Government Ethics regulations. 5 C.F.R. § 2635.204(g)(2). Individuals and organizations that purchase tables may directly invite federal employee guests who are not Congressional staff. However, those employees must obtain written guidance from their agencies regarding Annual Dinner attendance. 5 C.F.R. § 2635.204(g)(3).
