4:05 5:05 p.m.         The C-Band Policy Debate – What’s at Stake, What are the Issues, Possible Outcomes
The panel will focus on the public policy case for repurposing C-Band for 5G, the various spectrum clearing proposals under discussion, and potential impacts on the content delivery ecosystem.  The panel will also discuss proposals for 5G co-channel sharing with satellite delivery and the use of exclusion zones around C-Band earth stations, the debate around whether fiber is a viable near-term alternative for content distribution versus the use of advanced C-Band compression technologies to increase the amount of re-purposed spectrum, and questions surrounding FCC authority to pursue various alternatives in the absence of new legislation.

 5:15 – 6:15 p.m.         Timing and Dollars: Potential Auction Mechanics
The C-Band will be auctioned – the questions are by whom, when, and how much.   The panel will discuss the possible mechanics of a private or public auction. Time to completion of the auction, time for clearing, and spectrum blocks to be sold are open issues.  The other open issue is valuation: what is the range of proceeds to be expected from the auction, costs to clear the spectrum, rights of earth stations to receive funding, and how much will go the US Treasury under different auction scenarios.
