12:05 – 1:00 p.m.       What is the FCC Enforcement Bureau?
The first session will provide an in-depth examination of the FCC Enforcement Bureau and the tools it uses to investigate alleged violations of telecommunications statutes and regulations.  The discussion will focus on the Bureau’s structure, responsibilities, investigative procedures, and enforcement processes.  The discussion also will explore best practices and potential pitfalls concerning Bureau investigations, enforcement actions, and settlements.

1:00 – 2:00 p.m.         FCC Enforcement Today
The second session will include a review of major recent FCC enforcement actions and what they tell us about the agency’s priorities, followed by a panel discussion by FCC leaders regarding enforcement issues.  Among other topics, the panelists will discuss what role enforcement should play in furthering the FCC’s policy goals as well as how that role has evolved over time.
