The 13th Annual Charity Auction will be held on Thursday, November 21 from 6:30 to 10:00 p.m., at the Capital Hilton Hotel, 16th and K Streets, NW. The FCBA's Annual Charity Auction is among Washington, D.C.'s premier "must-attend" events for the communications industry. The event will feature live and silent auctions, raffles and door prizes, an hors d'oeuvres buffet and a cash bar. Admission is free and is open to the public.
FCBA members are currently selling raffle tickets for $3 or two for $5. This year's RAFFLE GRAND PRIZE is a Sony 36" Trinitron WEGA Flat-Screen Television, valued at over $1,200.00. The beneficiary of this year's auction proceeds will be the College Bound/Beacon House partnership, a non-profit organization that provides educational opportunities, community support and outreach to D.C.-area youth. Beacon House, which has partnered with College Bound since 1999, works to empower, enhance, and assist at-risk children and families in enriching their lives and their community through creative multi-cultural partnerships. The Auction Committee co-chairs - Yaron Dori, Ryan Wallach, Jennifer Warren, Carolyn Groves, Cheryl Leanza, Scott Delacourt and Pam Slipakoff reviewed a number of charitable organizations before selecting College Bound/Beacon House to be the beneficiary of this year's Auction.

NFL Commissioner, Paul Tagliabue will be the FCBA's guest speaker at the November luncheon at the JW Marriott Hotel, 1331 Pennsylvania Avenue, Washington, D.C. The luncheon will begin at 12:30 p.m. Registration form.
Under Commissioner Tagliabue's leadership, the NFL has grown from 28 to 32 teams. During this time, the NFL also has expanded league and team commitments to community service, refocused the NFL's efforts in developing public-private partnerships for new stadiums, and adopted a new divisional alignment and scheduling formula. In addition, the NFL has been the new media leader in sports, creating the first leaguewide Internet network for fans and unprecedented Internet "portal" distribution.
Tagliabue has presided over the adoption of a range of services to assist NFL players and their families, including the enforcement of stringent policies on steroids and other drugs. In addition, the Tagliabue era has seen the NFL expand its presence internationally and create the NFL Youth Football Fund to support the game at amateur levels.
In addition, the NFL has taken steps to guarantee the appeal and safety of the game on the field and to ensure that all teams have financial and other resources to compete effectively for championships. Fan interest, as reflected in game attendance, television audiences, and other measures, is at record levels, and the NFL is widely recognized as holding a preeminent position in sports entertainment.
Tagliabue is a member of the board of directors of the Pro Football Hall of Fame, the Local Initiatives Support Corporation, and other not-for-profit organizations. Throughout the past decade, he served on the board of governors of the United Way of America, chairing it during 1998-99, and on the board of the National Urban League.
In recognition of his accomplishments, Tagliabue was named the 2000 Sports Industrialist of the Year by the Sports Business Daily, the 2001 Sports Executive of the Year by the Sports Business Journal, and the 2001 Most Powerful Person in Sports by The Sporting News.
Tagliabue took office on November 5, 1989, succeeding Pete Rozelle, who served as NFL Commissioner from 1960 to 1989.
For the prior two decades, Tagliabue represented the NFL as an attorney in important areas, including television, other business and legislative affairs, plus labor and antitrust cases. During that time, Tagliabue was a partner at Covington & Burling, a Washington, D.C., law firm, the NFL's principal outside counsel. His NFL involvement began in 1969 when the NFL was in the process of merging with the American Football League and launching Monday Night Football.
Earlier, Tagliabue served in the office of the United States Secretary of Defense as a policy analyst, receiving the Secretary of Defense Meritorious Civilian Service Medal upon his departure, the department's highest award. Tagliabue remains abreast of such matters as a member of the Council on Foreign Relations.
Paul John Tagliabue was born in Jersey City, N.J., on November 24, 1940. In high school, he was an honor student and highly recruited basketball player. He received an athletic scholarship from Georgetown University, where he was captain of the 1961-62 basketball team. He also was president of his senior class, a Rhodes Scholar finalist, and a Dean's List honor graduate in 1962.
Tagliabue attended New York University School of Law, where he was an editor of the law review and graduated with honors in 1965. He is a former member of the board of trustees of NYU Law School. For the NFL's work on behalf many charitable, educational, and community causes, Tagliabue has been widely recognized. He has received honorary degrees from Colgate University and Northeastern University.
He and his wife, Chandler, married in 1965 and have two children - Drew and Emily - and two grandchildren.

October 24th saw the first ever FCBA Oktoberfest, a reception held in honor of the FCC's Bureau Chiefs and office heads. This reception took the place of a monthly luncheon and provided FCBA members with an opportunity to meet and greet the Chiefs in an informal setting. Don Abelson, Ken Ferree, Jane Mago, Dane Snowden, David Solomon, Tom Sugrue, Ed Thomas, and the newest Bureau Chief, Bill Maher, met new FCBA members and visited with old friends and colleagues. The event was a success, drawing over 200 FCBA members and 34 sponsors. Three Executive Committee Members, Selina Khan, Mark Schneider and Mark Van Bergh worked hard to pull the evening together by lining up our guests and sponsors. Due to a last minute change in our reception space, I was not able to introduce the Chiefs and office heads during the evening. I thought this would be a good opportunity to thank them again for coming, and make the "introductions" that I had planned for that evening with the help of some FCBA sleuths:
Don Abelson, Chief of the International Bureau for three years now, is known as "Mr. Telecom" by his friends and colleagues, but what many people may not know about Don is that his favorite place is his Vermont retreat where there is no telephone, television or other communications.
Ken Ferree, Chief of the Media Bureau, is an opera lover who has heard rumors that he sometimes acts as if he is starring in a Wagnerian Opera when meeting with outside parties. Ken also coached college football at Dartmouth before attending law school, so he is ready and able to handle any lobbying meeting that gets out of control.
Jane Mago, FCC General Counsel, has held virtually every senior position at the FCC and has worked at the agency under the direction of nine different Chairmen. Jane is a longtime friend of the FCBA and is in a tight race with our friend Mary Beth Richards for the most jobs ever held at the FCC.
New Wireline Competition Bureau Chief, Bill Maher, cut his regulatory teeth working on Computer III while an attorney in Tom Sugrue's Policy Division of the Common Carrier Bureau. Bill has come full circle after a successful stint in private practice and, who knows, could be instrumental in dismantling the Computer III rules in his current job.
Dane Snowden, Chief of the Consumer and Governmental Affairs Bureau, worked at Missionfish.com, an Internet auction site before joining the FCC. The Young Lawyers and FCBA Foundation are conspiring on how to snag Dane as the FCBA's next celebrity auctioneer.
David Solomon, Chief of the Enforcement Bureau and another longtime supporter of the FCBA, is someone who our members strive to interact with only at events like the Oktoberfest, and not in a purely professional setting, if at all possible. My sleuths tell me that David is known for what some characterize as his "neat" office and working space (apparently an understatement).
Tom Sugrue, Chief of the Wireless Telecommunications Bureau, is an avid baseball fan. Fortunately for us, his beloved Boston Red Sox were nowhere to be seen at World Series time because, as it turned out, he was able to join us for our reception on a World Series game night. Tom is another veteran Chief and has supported the FCBA throughout his tenure. Ed Thomas, Office of Engineering and Technology, has, I understand, become famous in the spectrum world for his shy and retiring style. We also learned that Ed apparently is not content to limit his sailing to the choppy seas of the Washington regulatory scene, but has embarked on building his own boat.
A few of the office heads were unable to join us, but sent representatives from their staff. I want to thank each of our guests for taking time from their busy schedules to join us and provide our members with a chance to get to know them better. We are lucky to have supportive and approachable leadership in place in the Bureaus and offices. They, along with the Chariman and Commissioners, consistently help the FCBA deliver meaningful programs to its members by showing up time and again at our events.

The FCBA will hold its 16th Annual FCC Chairman's Dinner on Thursday, December 12, 2002 at the Hilton Washington & Towers, 1919 Connecticut Avenue, N.W. The reception will begin at 6:00 p.m. and the dinner will be served at 7:30 p.m. The FCBA will once again honor FCC Chairman Michael K. Powell. The 2002 Chairman's Dinner is the Association event you won't want to miss!
The deadline for ordering tickets is Monday, November 18, 2002. Individual tickets are priced at $155 for members, $205 for non-members, and $100 for government/academic attorneys. Tables of 10 may be requested for $1,550. In addition, the FCBA is offering an opportunity for our members to contribute to the FCBA Foundation as Sponsors of the Chairman's Dinner by purchasing tables of ten at $1,900 per table, $350 of which will be donated to the Foundation. Last year, the Sponsors contributed more than $31,000 to the Foundation. This money was used to fund scholarships for college-bound students from area high schools, and for summer internships for law students. Sponsors will receive recognition in the FCBA News, the dinner program, and signage at the event.
The Chairman's Dinner sells out each year, so be sure to order your tickets early. Ticket orders and payment must be received no later than Monday, November 18, 2002. Seating is reserved and tickets to the dinner will be mailed at the beginning of December. Table assignments will not be made until payment is received. Please use the registration form to order tickets to the dinner.
The 20th Annual Institute on "Telecommunications Policy and Regulation", co-sponsored by our Association and the Practising Law Institute, will be held on December 12-13 at The Ronald Reagan Building & International Trade Center. The FCBA Chairman's Dinner also will be held on December 13.
Conference keynote speakers include: Senator George Allen (R-VA), Senate Commerce, Science and Transportation Committee; FCC Commissioner Michael Copps; and, as luncheon speaker on the first day, FCC Commissioner Kevin Martin. Additionally, the seminar line-up includes four panels - conducted in a traditional all question-and-answer format - dealing with the marketplace developments in wireline telephone, wireless telecommunications, Internet and the telecommunications future. The first three panels will be prefaced by tutorials offered by key FCC staff officials: Bill Maher, new Chief of the Wireline Competition Bureau; Tom Sugrue, Chief, Wireless Telecommunications Bureau; and Scott Marcus, Senior Advisor for Internet Technology; Office and Plans Policy. Additionally, General Counsel Jane Mago and Deputy General Counsel John Rogovin will provide a tutorial on FCC legal issues.
The program will also include appearances by key Bush Administration communications officials: Nancy Victory, Assistant Secretary of Commerce for Communications and Information, NTIA, David Gross; Deputy Assistant Secretary of State for International Communications and Information Policy; and Hew Pate, Deputy Assistant Attorney General (Antitrust Division). Finally, the Institute's agenda again will include a debate - this year, on "Time for Broadband Deregulation?", featuring Lauren "Pete" Belvin, Consultant to Qwest, and Jim Cicconi, General Counsel and Executive Vice President for Law & Government Affairs, AT&T. The debate will be moderated by FCBA President-Elect, Alexandra Wilson.

The National Telecommunications Moot Court Competition Committee is moving fast to finalize its problem for this year's competition. Entitled "NIPPING THE BUD - PRIOR RESTRAINT AND NATIONAL SECURITY", the competition will deal with the thorny issues involved when the FCC steps into national security issues.
Also, we are pleased to announce that Commissioner Kevin Martin, Dan Brenner, Senior Vice President of the National Cable Telecommunications Association, and Sandy Wilson, the President-Elect of the FCBA, are confirmed Final Round Judges.
All members should have received an email from Heidi in October soliciting the membership's support for this competition. We need many, many, many judges, both of the oral competition on February 21st and February 22nd, along with brief judges prior to that date. Commissioner Copps was appointed to the FCC by President Bush on May 1, 2001. Prior to his appointment, the Commissioner served as Assistant Secretary of Commerce for Trade Development at the U.S. Department of Commerce, where he was previously Deputy Assistant Secretary of Commerce for Basic Industries. Commissioner Copps started his career in Washington in 1970, joining the staff of Senator Ernest Hollings (D-SC) and serving for over a dozen years as Chief of Staff. Prior to Washington, the Commissioner was a professor of U.S. History at Loyola University of the South.

In case you haven't heard, FCBA volunteers work on Martha's Table's mobile soup kitchen, McKenna's Wagon, on the 4th Sunday of each month. McKenna's Wagon is a mobile soup and sandwich wagon that goes "on location" to deliver food to the homeless. The food we serve is prepared earlier in the day at Martha's Table. For those who have volunteered, it has been a wonderful experience and a great way to help the homeless and the D.C. community.
Volunteering for McKenna's Wagon is very accommodating for those of us who have been meaning to volunteer but do not always have time in our schedules to volunteer on a consistent basis. In fact, you can sign up to volunteer for McKenna's Wagon on one Sunday in the near (or distant) future. We currently have slots available for the next six months for FCBA volunteers and we encourage you to bring a friend. Also, if any FCBA members have children looking for community service opportunities, look no further. We have had several "FCBA families" volunteer on McKenna's Wagon and have found it to be an excellent way for families to spend some time together on a Sunday afternoon. (Children should be old enough to not require immediate supervision at all times since we do get busy with handing out food). We can also accommodate groups up to six volunteers for one of the dates listed below. We encourage law firms, legal departments and even FCC divisions to volunteer for a session. We will provide the publicity and challenge your peers to do the same.

The FCBA is scheduled to staff Martha's Wagon on the following Sundays: November 24; December 22; January 26, 2003; February 23, 2002; March 23, 2003; and April 27, 2003.
If you have not yet volunteered for McKenna's Wagon, and want to find out what happens during an afternoon on the wagon, read on . . . First, the wagon is really a big, white van that is loaded up with sandwiches, snacks and soup du jour. We typically meet at Martha's Table at 4:45 p.m. in comfortable clothes and shoes. Martha's Table is located in a yellow building at 2114 Fourteenth Street, NW, in the District, near the intersection of 14th and U Streets. On-street parking is available. Upon arrival we have enough time to get our assignments (some of us will distribute snacks and sandwiches, others will serve soup), and don our aprons before we depart in the van to our location at 5th and NY Ave., NW (near the new Convention Center). We are driven by one of our experienced volunteers and the trip to NY Ave. usually takes about 10-15 minutes.
We serve anywhere between 30-75 people per visit including mothers who come for food for their families. The area is well lighted and well patrolled by police. The food distribution is conducted in an efficient, calm and orderly fashion and the people we serve are typically quite appreciative of our efforts. After we have served all our local customers, we drop off any leftovers to a nearby woman's shelter. Total time for the distribution takes about one hour and we usually return to Martha's Table by 6:30 pm. The FCBA Oktoberfest Reception with the FCC Bureau Chiefs and other staff was a smashing success. The October 24 event was held at the Loews L'Enfant Plaza Hotel near the FCC and drew a crowd of 200. See this month's President's Message, page 2, for details about the Bureau Chiefs and the event.
The reception was held in lieu of an October Luncheon, and seemed to be a welcomed change. Look for similar events coming next Spring.

On Saturday November 9th from 9:30 a.m. until 12:30 p.m. members of the FCBA will volunteer at a walk-in legal clinic helping lower income individuals sponsored by the DC Bar. We always need new individuals to expand our ranks. You don't have to be a "young lawyer" to volunteer!
Attorneys receive a half-hour overview/orientation beginning at 9:30 a.m. over bagels and juice. Volunteers are expected to assist clients only during the time they are at the clinic. No special legal knowledge is needed - attorneys generally need to keep an eye out for potential legal issues while using their common sense to solve a myriad of questions and make referrals to other organizations. Experienced attorneys on-site will assist FCBA attorneys and other volunteers with any questions. Previous attendees have described this as "the most satisfying volunteer experience I've had as an attorney."
All members of the FCBA and of the DC Bar are welcome to volunteer. Paralegals and law students are also welcome.
The clinic is located at Bread for the City, 1525 7th St., NW Washington, D.C. Metro accessible on the Green line, Howard University Metro station, exit at 8th & R Streets.

The Federal Communication Law Journal's May Issue 3 will focus on Newton Minow's "Vast Wasteland" speech. It has been 40 years since Former Chairman Minow stepped down from the FCC. In commemoration of this anniversary, the Board of Editors is inviting professionals to respond to the challenge Newton Minow posed in his speech. The online directory is accessible on the FCBA's website, www.fcba.org. Once you are on the main page of the website, click on the "Members Only" link to bring up the login page. To gain access to the on-line directory, enter your email address and the member password and click Submit. The member password will change on the 10th of each month and will be published as the last line in the masthead of the monthly newsletter.
Once you are on the Membership Information page, you can search for members by name or organization. The file structure of the database used is based on the membership information each member submits when joining the FCBA or renewing their membership. You may enter the person's full name, the first name or the last name. For example, if you enter "Rick", you will get 30 matches representing every name in the database that contains that sequence of letters in the first or last name. If you are not certain of how the person has his or her full name listed with the FCBA, you will always get your most efficient search by entering the last name. The same search rules and techniques apply to searching by organization, using the pull down menu on the search line. Rather than typing in a complete firm name, you can enter only one of the names and the search will return all matches to you. If you have any questions about the online directory, contact the FCBA office. A new, printed version of the membership directory will be published in late Fall, 2002.
