4.19.3 – The Regulatory Counsel (Counsel) will identify and analyze legal and policy issues for Wireless Infrastructure Association (WIA) member companies and prepare compelling data and written materials to support WIA’s positions.  This position will direct and conduct in-depth and complex legal research on authorities and precedents on points of law, review position papers on controversial issues, policy statements and guidance, rulemaking proceedings, public notices, briefing materials, data requests, and memoranda or reports outlining the facts and legal issues.

Principal Duties:

  • Supports all internal team members and departments following the Association mission and values while promoting Association culture
  • Monitors and analyzes government legislative, regulatory and executive initiatives related to wireless infrastructure
  • Prepares and presents briefings on legal and policy matters of significant importance pertaining to communications law or administrative law, proposing approaches to these matters and advising on the advantages and disadvantages of each approach
  • Develops specific policy positions and interventions by working with member committees and related industry coalitions
  • Drafts proposed legislation, regulatory comments, position papers, issue briefs and media articles
  • Represents the association’s positions before policy makers, industry members and the general public regarding wireless infrastructure by planning and executing

Position Specifications:

Essential Training/Certifications:

  • Licensed attorney in good standing of the bar of U.S. state or territory
  • 3-5 years of experience preferably with knowledge of wireless infrastructure industry
  • Experience as lobbyist/government affairs staffer, preferably with an association desirable
  • Electronic filing systems such as FCC’s ECFS
  • Legislative and judicial databases: Lexis, WestLaw, Thomas, etc.
  • Significant communication skills (written, verbal and non-verbal formats); showcasing clear and concise manner
  • Ability to respond to legislative changes, development of alternative legislative approaches, and political developments
  • Well-developed sense of customer/client service; builds strong business and stakeholder relationships
  • Demonstrative abilities in collaborative team building and consensus
  • Exceptional analytical and critical thinking skills
