Topic: What are the procedural and administrative options for the new FCC to reevaluate policy? Many mechanisms exist for reversing FCC rules and policies, including: the Congressional Review Act, reconsideration of recently adopted orders, reversal of declaratory rulings not subject to APA rulemaking requirements, the abandonment of prior agency positions in pending litigation, notice-and-comment rulemaking, and review by the Office of Management & Budget.  What are the key features of these approaches, and how may Congress and the FCC use them to modify, reshape, or repeal the rules and policies established during the Wheeler Administration?
