The program will discuss recent updates regarding siting reforms at the FCC and throughout the Administration, along with the recent 9th Circuit decision on the Commission’s 2018 orders.  Panelists will include speakers across stakeholder groups to provide legal, policy, and consumer insights on these issues.

3:35 4:30 p.m.         City of Portland v. USA – An Overview of the 2018 Decisions and 9th Circuit’s Ruling
During this panel, participants will provide an overview of the FCC’s 2018 orders and rulings regarding siting under Sections 253 and 332 of the Communications Act and one-touch make-ready, as well as the 9th Circuit’s recent decision in City of Portland v. USA ruling on these regulatory efforts.  Panelists will provide perspectives from the FCC, wireless industry, and state and local governments on the legal and practical impact of these decisions.

During the panel, representatives for industry, local government, and policy groups will provide an overview of other pending siting reforms at the FCC, on the Hill, and throughout the Administration, including on Section 6409 of the 2012 Spectrum Act, franchising and pole attachment proceedings, and siting on federal lands.  Panelists will discuss the impacts to consumers, industry, localities, and the economy on the efforts.
