Submarine cables are the undisputed backbone of the international telecommunications industry.  This seminar will examine the undersea cable regulatory landscape as well as the trends and challenges facing the industry.  The CLE will begin with an overview of the industry, including basic elements of a subsea network, the submarine cable marketplace and impacts of Covid-19.  The first panel will focus on current state, federal and international licensing regimes, including national security and foreign investment.  The second panel will examine developing legal and regulatory issues, industry trends and emerging challenges.
